It was created on Wednesday, August 21, 2019, through an executive order issued by H.E. Muhammadu Buhari, GCFR, President of the Federal Republic of Nigeria and Commander in Chief of the Armed Forces of Nigeria, during the swearing-in of Ministers for the Federal Republic of Nigeria.
It is led by a Minister that the President appoints, and the Permanent Secretary, a career civil servant, serves as their assistant. On August 24, 2019, Dr. Sadiya Umar Farouq was sworn in as the minister of humanitarian affairs, disaster management, and social development by President Muhammadu Buhari, GCFR. Dr. (Mrs.) Bashir Nura Alkali FCA, FCIT was appointed as the permanent secretary in the ministry.

Farouq was appointed by President Muhammadu Buhari in July 2019 and is the federal cabinet’s youngest minister in terms of age. From October 2016 to August 2019, she held the position of Federal Commissioner for the National Commission for Refugees, Migrants, and Internally Displaced People (NCFRMI).
Her relationship with President Buhari stretches back to the time when Farouq served as the national treasurer of the defunct Congress for Progressive Change (CPC) and later the All Progressives Congress, when Buhari was the leader and presidential candidate of that party.
Political Career
Saadiya Umar Farouk left the National Assembly Commission to join the defunct Congress for Progressive Change (CPC), where she worked her way up to national treasurer before the CPC split off into a new Party. From 2013 until 2014, Saadiya Umar Farouk of the All Progressive Congress (APC) served as the APC’s temporary national treasurer.
She was chosen to serve as the director of election strategy and monitoring for the All Progressive Congress (APC) Presidential campaign council. Fieldwork and fundraising were done in the run-up to the 2015 general election, which Buhari, the APC’s presidential candidate, won.

The National Commission for Refugees, Migrants, and Internally Displaced Persons appointed Saadiya Umar Farouk as its Honorable Federal Commissioner on September 26, 2016. ( NCFRMI). Background
Saadiya Umar Farouk was born on November 5th, 1974 in the Zamfara State Local Government Area of Zurmi. She attended Federal Government Girls College in Gusau, Zamfara State, and later transferred to Ahmadu Bello University in Zaria, where she earned a BSc in Business Administration in 1998. She later went on to earn an MSc in International Affairs and Diplomacy at the same institution in 2008, as well as a second MBA in Business Administration in 2009.

Saadiya Umar Farouk completed her one-year period of obligatory duty at the National Assembly, where she also worked as an administrator from 2003 to 2003, when she was promoted to the post of principal administrator officer.
Saadiya Umar Farouk worked with the Senate committee on appropriations and served on the Senate committee on aviation from 1999 to 2000. From 2001 and 2003, she also served as the operations manager of Nigeria’s Pinnacle Travel Tours Ltd.
