How can you make a difference?

Working closely with UNICEF Nigeria’s Chief of Health, the Health Specialist (Health System Strengthening, HSS) answers to the Health Manager (Systems Strengthening) for direction and overall oversight. The Specialist oversees the management, implementation, monitoring, evaluation, and reporting of the PHC/HSS output of UNICEF Nigeria’s health program. They also assist in the creation and preparation of the PHC program or programs.

To facilitate the administration and achievement of tangible and sustainable results by plans, allocation, results-based management approaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework, the Specialist offers technical guidance and management support throughout the programming processes.

Context

Nigeria has initiated a comprehensive health sector reform program to maintain bolsterinbolsterHealth Care (PHC) through a sector-wide strategy (swap). Two major achievements were made in 2023: the creation of the “health blueprint” (Nigeria Health Sector Renewal Investment Program, HSRIP) that outlined sector priorities and was approved by the National Council of Health in November 2023; and the signing of the Compact in December 12, 2023, UHC Day, by partners, states, and the Federal Ministry of Health (FMoH).

UNICEF Nigeria’s health section is making these efforts a priority by implementing catalytic flagship programs like the PHC Leadership Challenge and PHC Memoranda of Understanding (MoUs) in 14 states, which aim to strengthen PHC in key states based on evidence and best practices, as well as by offering technical assistance on Primary Health Care (PHC) and Health System Strengthening (HSS).

At the federal, state, and local government area (LGA) levels in Nigeria, the health specialist will oversee these procedures in close coordination with the Chief of Health, the health manager (system strengthening), and others to optimize outcomes and promote long-lasting, evidence-based change in primary health care and HSS.

Summary of key functions/accountabilities:

The UNICEF health program is managed, planned, and developed with full support from specialists in health system strengthening. Contributing to situational analyses, creating strategic plans, and matching ideas with UNICEF’s broad objectives and country priorities are all examples of this. To ensure program coherence and integration, the specialist will work with both internal and external partners. This will involve assisting in the development of swaps and the execution of PHC flagship programs.

The expert will assist with establishing metrics and indicators as well as carrying out assessments to gauge development and pinpoint areas in need of improvement. In addition to actively participating in emergency preparedness programs, he or she will offer stakeholders guidance and provide technical and operational assistance for the program’s implementation.

The expert will support the establishment of partnerships by highlighting efficient cooperation with international partners, stakeholders, and colleagues in government. Finally, the specialist will support research, best practices, innovation, knowledge management, and capacity building while putting initiatives into action to improve stakeholder competencies for long-term PHC and health-related results.
